Full-time position available on or after November 1, 2018 for Safety & Risk Management. ESSENTIAL DUTIES: Under the general direction of the Director for Safety & Risk Management (S&RM), the incumbent is responsible for independently developing, implementing, training and maintaining the various programs necessary to: ensure a safe and healthy environment for faculty, staff, students, and the general public; protect the University against losses; and assist with ensuring that academic laboratory, shop, studio, garden, farm or other hazardous operations (hereinto described as lab/shop/garden) are in compliance with University policies and standards, California Occupational Safety & Health Act (Cal/OSHA) and other applicable environmental and health rules, nationally recognized standards of best practices, regulations and laws. Duties include but are not limited to: --- Responsible for independently providing guidance, support and implementing the campus' comprehensive environmental health and safety program, which supports the academic, teaching, lab/shop/garden work, and research mission of the campus community, and its facilities. --- Provide direct services and consultation for academic and lab/shop/garden-oriented programs to manage hazardous materials, hazardous waste, environmental compliance, industrial hygiene, hazard mitigation, occupational, fire and life safety. --- Independently provide safety consultation, plan development, and compliance support to campus management, faculty, staff, and students on health, safety and environmental compliance and safety programs. --- Apply environmental laws, including federal and state regulations, CSU/campus Executive Orders, policies and procedures. Provide recommendations concerning the implementation of policy. Analyze processes and procedures, making recommendations and revising as necessary. --- Perform enforcement, compliance and analysis; conduct inspections and audits for academic-oriented programs, colleges, departments and research. --- Administer and oversee required testing for safety equipment such as: eyewash, shower, chemical fume hoods, biological safety cabinets, fire extinguishers, etc.; coordinate with contractors as needed. --- Investigate routine cases of actual or potential violations of environmental regulations and reports using established protocol and systems. --- Assist with administration of the Chemical Hygiene Program; provide direction and oversight for academic department chemical hygiene plans and written safety programs and plans. --- Provide consultation, direct, implement and administer all aspects of the Hazardous Materials Management Program and Hazardous Waste Program. --- Oversee inspection and auditing programs to monitor compliance with applicable regulations; maintain record retention and technical systems for assessment, inspection and inventories. --- Implement a University-wide radiation protection program and maintain a general surveillance of all controlled radiation activity on the campus. --- Develop policies and procedures, strategies and systems for compliance, prepare regulatory reports, compliance plans and permit applications in collaboration with other Specialists or the Director. Provide assessment, hazard and safety analysis. --- Assist the Director in working with regulatory agencies on issues pertaining to environmental compliance at campus facilities and auditing for compliance. --- Administer, evaluate and maintain records for all aspects of the campus Injury & Illness Prevention Program (IIPP). --- Design, develop, and deliver formal training programs/curriculum, using a variety of campus safety oriented applications. --- Investigate accidents, near misses and other environmental, occupational health, and safety issues; prepare timely and comprehensive reports of accidents/incidents; make recommendations for improvements and assist departments with implementation of corrections. --- Monitor and assist with OSHA regulated safety programs on campus such as: fire & life safety, IIPP, safety engineering, physical hazard control, job hazard analysis, confined space, working from heights, heat illness prevention, workplace security, etc. --- Serve as a Safety Officer for Emergency Operation Center (EOC) activations. --- Conduct campus safety orientations for new employees, new students, parents, and wider campus community. --- Independently design and produce content and publication of various employee communication tools, such as newsletters, social medial posts, email, brochures, and web publications. --- Maintain database archives by acquiring/installing data sets and documentation; monitor, analyze, and verify data to ensure integrity. --- Develop and maintain a variety of documentation and standard operation procedures (SOPs), quick references, and other guides related to safety procedures. --- Interpret and independently plan, organize and coordinate compliance with all CSU Executive Orders relating to environmental compliance, health and safety. --- Independently analyze and make recommendations for program improvements. --- Provide support for emergency operations center activations related to environmental health and safety needs. --- Respond to the scene of hazardous material incidents or other emergency situations to assist with an to provide support to other responding agencies which may include University Police, Turlock Police/Fire, Stanislaus County Haz Mat Response Team, etc. --- Maintain training requirements and skills for HazMat emergency response (HAZWOPER) and participate in the training for emergency operations center (EOC) team members. --- Perform other duties or projects as assigned. MINIMUM QUALIFICATIONS: --- A bachelor's degree and/or equivalent training. --- Minimum of three years' administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs. PREFERRED QUALIFICATIONS: --- A bachelor's degree in health or one of the physical sciences, public or business administration, occupational safety, risk management, or other loss control emphasis. --- Ability to work with representatives from public and private entities and handle potentially sensitive situations. --- Demonstrative consultative skills in working with internal and external constituent groups. --- Experience in higher education environment working on environmental and occupational compliance. --- Completion, or the ability to obtain certification as a hazardous waste operations and emergency response worker, and obtain health and safety specialist certification. --- Experience performing job hazard/safety analysis. --- Experience using advanced technical tools for the development of training and documentation materials. --- Knowledge of methodologies for incorporating accessibility functions into training and documentation. --- Completion of ICS/NIMS emergency management related courses. SPECIALIZED KNOWLEDGE, SKILLS, AND ABILITIES: --- General knowledge and skills in the applicable administrative and/or program field and a foundational knowledge of public administration principles, practices, and methods. --- Knowledge of and ability to apply fundamental concepts. --- Demonstrated ability to establish and maintain effective working relationships within and outside the work group and serve as a liaison for the organizational unit. --- Ability to analyze data and make accurate projections using business mathematics and basic statistical techniques. --- Working knowledge of and ability to apply standard theories, principles, practices, and techniques applicable to the program and/or administrative specialty to develop conclusions and make recommendations. --- Thorough knowledge of policies, procedures, and outside regulations pertaining to the applicable program and/or administrative specialty. --- Working knowledge of operational and fiscal analysis and techniques. Working knowledge of budget policies and procedures. --- Ability to take initiative and independently plan, organize, coordinate, and perform work in various situations where numerous and diverse demands are involved. --- Skill in the research, development and evaluation of policies and programs, including skill in the collection, evaluation, and interpretation of data to develop sound conclusions and make appropriate recommendations. --- Expertise in investigating and analyzing problems with a broad administrative impact and implications. Ability to make independent decisions and exercise sound judgment. --- Ability to anticipate problems and address them proactively. --- Demonstrated ability to effectively interpret, organize, and present information and ideas in written or presentation form. --- Ability to compile, write, and present reports related to program or administrative specialty. --- Ability to train others on new skills and procedures and provide lead work direction. SALARY RANGE: $3,897- $6,846 per month plus excellent paid benefits. (Anticipated salary will be $3,897 - $4,286 per month, depending on the qualifications of the successful finalist.)
